I spotted a thread at the Bing Forums where an official Microsoft representative, "cashbackGreg," offered some insight into new features that may be coming to the Bing Cashback program.
Bing's Cashback program gives you a way to get cash back from Microsoft for purchased made through discovering them at Bing. In fact, they are currently offering double rewards, although it doesn't seem to be actually doubling the awards based on my tests. For more about this this program works, see bing.com/cashback.

So, it seems like a form of "gift cards" are coming soon. In what flavor exactly, I am not sure. What is meant by schools or non-profits? Greg explains:
We would have to consider how to allow schools to sign up and manage their accounts, but I see this as something that you could see in a future release. For now, you could do something similar by setting up a PayPal account for the school and having people's account credit that PayPal account.
