Google has been experimenting with the Google Jazz Interface (I know Google doesn't call it Jazz internally) since November of last year. I don't think anyone would argue that Google proactively goes after link sellers. But do they proactively go after link buyers? Honestly, I am not sure how new it is, but it basically allows you to set a target CPA (cost per acquisition) and Google will try to optimize your bids to achieve it.
