At SMX Advanced yesterday, Frédéric Dubut from the Bing spam team said that he still recommends that you use the disavow link tool for making sure you don't have bad links hurting your web site. Google says you don't need to use the disavow tool as much these days, but Bing is more for using the tool.
Bing actually beat Google to launching a disavow link tool - which shocked a lot of people in the community.
That being said, while Google has somewhat said since Penguin 4.0 which devalues and no longer demotes - there is no algorithmic reason to use the disavow file. Google has explained over the years it is still good for manual actions and preemptive manual actions.

Nothing recent published on the blog but our general philosophy on disavowing is that it's still useful, particularly in cases of penalty or just generally bad link profiles. However for most folks it's probably not the highest ROI activity compared to other things like crawl 😀

But with Bing, you still may need it just for algorithms.
