Frédéric Dubut from the Bing search team posted on Twitter about the CTR spectacle but in that he said a statement that said "Even within Bing there are relatively few people who truly understand how core ranking works."
What he is saying is that core ranking algorithms in search are so complex that it is hard for any one person to fully understand everything that is going on with it. Plus with Bing using machine learning in 90%+ of their algorithm, I am guessing it is almost impossible.
Google has said on the machine learning part that it wont' take over their algorithm. But they have implied that very few people fully understand the full algorithm there too.
Anyway, it is nice to see Frédéric post this about Bing:
They have ~100K employees, same ballpark as Microsoft. These are huge companies. I wouldn't expect Azure, Office or Windows people to know how search works. Even within Bing there are relatively few people who truly understand how core ranking works.
