Towards the end of July, Google notified AdSense publishers that they will need to comply with EU user privacy (cookie) laws no later than September 30, 2015. I have a copy of the email they sent some publishers over here.
But September 30th has come and past and publishers are scratching their heads if they need to do anything.
There is a huge thread at WebmasterWorld with a nice amount of confusion and concern. Here are some comments:

I still don't understand why they didn't send emails to everyone... I didn't get one and if it wasn't for this forum, I wouldn't even know about this. Maybe it's not as serious as we think after all?I'm hesitant to implement the popup out of fear of "scaring" the visitors.

Most publishers do not want to stick these notices up on their web sites, it can look pretty bad:
But if it means losing ad income, they will bit the bullet.
I have yet to hear of anyone who has been banned for not complying by the 30th of September. Have you?
