Google AdWords responsive search ads is not new, there is an old help document on it and it launched back in 2016 but there may be a new beta version of it coming out now or being tested. Or it might just be old legacy pages?
Suleyman Okan notified me on Twitter of new support pages around these AdWords ads that I have not seen before. This help page says there is a beta version of the responsive search ads and is not available to all advertisers:
In addition, if you dig into the Google cache you get a lot more pages that are partially built out in the help center. The pages have very little to no content on them but there are sections for the following pages:
