All of you know there are ranking algorithms, data refreshes and infrastructure changes - those are the big three. There are other things in search, such as feature changes, user interface changes and more. But they are all separate systems and don't all happen the same time.
John Mueller of Google even said so the other day on Twitter "Not necessarily -- there are lots of systems that work in parallel, changing one doesn't always mean all others have to be changed."

Gary Illyes added that these updates aren't done in batches anymore:
Rabin, our index is incremental, not batch based. Look up "Google Caffeine", probably an article on webmaster blog from 2010 or something
