Do Google AMP Rich Cards Have Drastically Lower CTR?

I've been covering Google AMP like crazy here because Google keeps escalating the importance of it. But I also covered at least twice how it appears the click through rate on AMP results are drastically lower than normal results.

Now that Google separated out AMP for normal mobile search and AMP for rich results, I can see that AMP is not the issue but maybe the top stories carousel box?

Here is a chart from Google Search Console showing how CTR drops if the AMP results are in the rich results box (i.e. most likely the top stories section):

click for full size

@aleyda noticed the same thing and it concerned her as well:

click for full size

But @badams said that some publishers he does not see such a decline in CTR:

click for full size

What do you see for your news sites with AMP? Do you see a huge decline in CTR in Google Search Console when you filter this way?
