Do you use a hashtag or pound sign in your URL. For example the link URL is simply a hashtag or pound sign, one of these #. What should Google do with them? The URL would look like a href="#" Google says they completely ignore them.
To be 100% clear, this is not talking about Google ignoring links that are a href=/pagename.html#anchor it is talking about specifically linking only to a href="#"
Most of the time, at least when I use that, it is for a placeholder. The links don't really go anywhere, so it would make sense that Google would ignore them.

I am not sure why the person followed up to John's response asking if those links then count as a link on the page or not. Google ignores them.
What do you want Google to do with links that do that?
