Google announced their mobile interstitial penalty and a lot of discussion has been brewing about that penalty.
One person asked Google's John Mueller on Twitter if the AdSense Page Level Ads will be hit by this penalty. John didn't say yes or no, instead he said "what's important to us is the effect as described in our blog post, no matter where it comes from."

If you look at the vignette ads, which is one of the two types of page level ads within AdSense, you will see, it completely covers the content of the web page. Here is a screen shot from the video demo of this ad style:
That clearly looks to be against the new Google mobile interstitial penalty rules, so I suspect sites using this ad type will get hit by this penalty.
John Mueller from Google said the source of the ad is irrelevant, including Google being the source.
