Sergey Alakov shared a screen shot on Twitter the other day and of the local pack describing that it was showing local listings based on a large city. In this case, it said "Near Toronto, ON."

Toronto is pretty big city, so it is interesting to see. Normally, it says "nearby locations" or something like that and doesn't show the city name or location.
Maybe in this case, Google couldn't get a more precise location and had to go city generic?
