With all the Google shuffles recently in December, as I covered in the Google updates category, some SEOs and webmasters believe that Google has pushed out their mobile first index fully.
As we reported in November, the mobile first index is being experimented with by Google in the live results but is not yet fully live. That stands true today.
We know Google won't launch it until they come out with a more detailed recommendations list for webmasters, which they have not done yet.
Plus, this morning, Google's Kazushi Nagayama from the Japan office, said (strongly implied) on Twitter that it is not live. He joked that he read it was lived and they missed the memo with Gary Illyes.
Here are those tweets:
@KazushiNagayama we're missing the memos like a boss ¯\_(ツ)_/¯

Both work for Google and they are mocking the story that said it was live.
So for now, the Google mobile-first index is not fully live at all - so stay tuned.
