Google's John Mueller said on Twitter "not having a manual action doesn't mean that the website is good overall." Simple but true - there are algorithms that judge the quality of the site and if your site is not ranking well, and you don't have a manual action, that means your site is probably not all that good?
Here is the tweet with the context:
Not all sites are manually reviewed by the webspam team, and manual actions cover a variety of topics, so not having a manual action doesn't mean that the website is good overall.

I've seen people confuse this before. Don't be mistaken by this. Just because your site does not have a manual action, it doesn't mean Google's algorithms think your site is the best for your title tags.
