Gary Illyes from Google posted on Twitter one of those DYK saying that there is opportunity for webmasters and SEOs to create content in non-English languages because for many non-English languages, there isn't "enough content even for head queries."
Google has said this before, but I can't find where to link to right now, that for many languages, including Arabic languages, Chinese, etc, that there is not enough content on the web in those languages to find quality content to rank for many many basic queries. I thought over time, it would get better, but it seems Gary is saying that there is still plenty of opportunity out there.

So if you know Hebrew, Chinese, Arabic, Persian or whatever non-English language - go for it, write more content and see what type of Google traffic it leads to.
