So those of you who thought that since the core algorithm update this weekend ran and was confirmed and since Panda is part of the core algorithm that some Panda sites may have seen their Panda penalties go away.
That is not true.
Gary Illyes from Google said the core update that ran this weekend had no Panda or any other animals in it. He said this on Twitter:
@jenstar correct. The recent ranking fluctuations you noticed have absolutely nothing to do with panda or other animals

He added that yes Panda is part of the core algorithm but the weekend update had no Panda or other animals in it:
@jenstar to be clear, panda IS part of the core algo, but we haven't updated the panda part. Not other animals.

So when a core update runs with Google, it may not run all the signals in it?
Maybe it has to do with Google Panda scores still being run manually or not in real time as I covered minutes ago.
In any event, there were some who felt that Panda sites saw a recovery with the weekend core update. Gary said they may have seen fluctuations but it wouldn't be Panda related:
@rustybrick your perspective is weird. But sure any site can see fluctuations when we update something in core algo not just panda @jenstar
