One of Google's spam fighters, Karolina Kruszyńska, who focuses on the Poland search market, posted a link on Twitter to the polish version of the Do you need an SEO? Google help document.
I asked her why? The document dates back a pretty long time. Karolina told me because Google has "seen a lot of SEO agencies abusing their client’s lack of knowledge about Google's Webmaster Guidelines and harming their site’s."
That is a bad thing! Here is that tweet:

In fact, it is such an issue, Karolina told me they will be posting something about it on the main Google Poland blog soon.
