We know Google humans review web spam reports and machines don't do that. We know there are tons of spam reports submitted, but how quickly does a Googler review a spam report after it is submitted?
Gary Illyes said it depends but typically within hours or days, depending on when the spam report was submitted. Gary said this on Twitter:

He also added that sometimes folks who submit bogus spam reports over and over again are weeded out and those do not get reviewed. That is why Google said "most" spam reports get reviewed, the spam spam reports don't get reviewed. :)
@TheMeade @JohnMu some people *only* submit bogus reports. after a while we stop reviewing those, hence the "most". "all" wouldn't be true

Even if Google reviews a spam report an hour after you submit it, it doesn't mean you will see an action taken against the site within an hour or even days or weeks.
