It is rare to see Google publicly say they are going to or have penalized a specific company or network but they did so earlier this morning.
Google's John Mueller responded to complaints about BlogDash, a blogger outreach network, trying to sell others guaranteed followed links from "high end" web sites. John said that the "webspam team knows & is good at taking the right actions there."

Do you remember the last time Matt Cutts said uhhhh..... (I duck).
In any event, it looks clear that Google is going to, if they have not already, taken action on BlogDash. We simply do not learn.
