Google's Danny Sullivan said on Twitter that the Google team is aware of the "concerns about sensationalist tabloidesque headlines" in the top stories section in Google search. He added that Google looks for solutions to solve concerns but didn't say much more.
This goes back to us covering a number of complaints from publishers and of course then searchers around stories in Google search.

He then added that "People have raised issues along these lines generally. We look for solutions generally to solve concerns. If there are policy violations, we also take specific actions."
Of course, this doesn't say too much and is the response you would expect from a Googler.
