Seems like there are many Google AdSense publishers complaining in the Google AdSense Help forums that they did not receive payment for January, nor is there any payment in progress (PIP).
Personally, I did receive my payment electronically on January 21, 2016 for the little I use AdSense. But many did not.

It could be just a technical glitch with Google paying some countries or in some currency. I doubt Google is going to hold their money hostage but many publishers depend on these payments coming on time to pay their bills.
