Here is a photo of a kiosk that says Waze Carpool. I guess it is a method to use the Waze carpool feature when you do not have your own device and want to use the service?
This was posted on Instagram with a bit more detail, in Portuguese.

Update from Waze:
Reaching out from the Waze comms team! I saw your story recently about the Waze Carpool kiosks and wanted to let you know that the story is inaccurate. These kiosks were installed in Brazil only through a project called "Vai de Carona" or "Get a Ride" in English, to promote Waze Carpool in Brazilian universities. The kiosk that you see in the photo is how the Carpool marketing team gets the word out to the students. Waze Carpool team members explain how carpool works and the vending machine offers some swag items for fun. There's also a competition between the universities where the more rides and swag they get, they'll win prizes and can possibly win a trip to New York at the end! This is an initiative happening in Brazil, with no plans for this elsewhere right now.
