We know Google delayed the Penguin 4.0 release and we expected based on comments from John Mueller that it would be released this month but my question is, will it.
So I asked Gary Illyes from Google if he thinks the shake up will be big when it is released and Gary said on Twitter that he is unsure because he hasn't even seen the experimental results yet.

Marie Haynes revealed the obvious thought on that tweet by saying, if Gary hasn't seen it yet, maybe it isn't that close to being released:

But as Gary explained before and once again, he is not part of the team actively working on Penguin, he is just the messenger of the news:

So even if Gary hasn't play with it yet, it still can be released this month.
Plus, it is encouraging that there are experiments as this guy says on twitter:
